This bill amends the Public Utilities Act to require an electric utility that serves more than 3,000,000 customers in Illinois to fund the construction of 5 employment training centers at a cost to be determined by the utility. The centers will be located in the west side of Chicago, Ford Heights, Waukegan, Bloomington, and Peoria. The bill also requires the utility to fund a solar training pipeline program, a craft apprenticeship program, and multicultural job programs over a period of 4 years, with the goal of creating jobs, particularly for individuals who are or were foster children or have a criminal record, and ensuring that at least 50% of the trainees come from environmental justice communities.
