This bill amends a law to clarify the responsibilities and authority of Washington state ferry captains, also known as masters or commanding officers. The key provisions are: (1) The captain is the ultimate authority on the entire vessel and its personnel while in their command, with responsibilities including ensuring safe navigation, following applicable laws and regulations, directing the crew, overseeing vessel operations, and coordinating arrivals and departures. (2) By August 31, 2024, if a majority of captains in the masters and pilots bargaining unit vote to be included in the combined masters, mates, and pilots bargaining unit, the public employees relations commission shall certify a combined unit effective July 1, 2025. (3) Beginning with the 2025-2027 biennium, the employer and the exclusive bargaining representative of the masters, mates, and pilots bargaining unit(s) must negotiate agreements consistent with this section.
