This bill: Requires each unit of state government to conduct an inventory of systems that employ high-risk artificial intelligence by December 1, 2025 and regularly thereafter, and provide the inventory to the Department of Information Technology. The Department is prohibited from publicly releasing certain information from the inventories that could compromise the security or integrity of state systems. The bill also requires each unit of state government to conduct impact assessments of systems that employ high-risk artificial intelligence, with deadlines of December 31, 2026 for newly procured systems and July 1, 2027 for existing systems. The Department of Information Technology, in consultation with the Governor's Artificial Intelligence Subcabinet, must adopt policies and procedures governing the development, procurement, deployment, use, and ongoing assessment of systems that employ high-risk artificial intelligence by state government. The bill also creates the Governor's Artificial Intelligence Subcabinet to oversee the state's implementation of artificial intelligence policies and strategies. Additionally, the bill requires the Governor's Artificial Intelligence Subcabinet to develop a roadmap by December 1, 2024 to review the risks and opportunities associated with the use of artificial intelligence in state services.
