AI Summary

This bill creates a new felony offense of "aggravated involuntary manslaughter" in Georgia, which applies when a person causes the fentanyl overdose death of another by intentionally manufacturing or selling any substance represented to be a controlled substance that contains fentanyl. The bill sets penalties of 10 to 30 years or life imprisonment for this offense and specifies that it does not merge with other offenses. Additionally, the bill makes it unlawful for anyone other than a "regulated person" to possess, purchase, or sell certain equipment like pill presses or encapsulating machines, if the person knows or believes the equipment will be used to manufacture controlled or counterfeit substances, with violations punishable by 1 to 10 years in prison.
