This joint resolution permanently designates the first Friday in February as "Give Kids a Smile Day" in New Jersey, addressing the critical issue of children's dental health. The resolution highlights that tooth decay is the most common chronic infectious disease among children, affecting 42 percent of children aged 2 to 11, and can significantly impact academic performance through school absences and reduced ability to concentrate. Originating from a 2002 grassroots event by dentists Jeff Dalin and B. Ray Storm, the Give Kids a Smile (GKAS) program has since become a nationwide initiative by the American Dental Association to provide free oral health education, screenings, and treatment to underserved children. In New Jersey, specifically, Rowan College at Burlington County's dental hygiene program has been hosting annual GKAS events for 14 years, helping over 2,000 children receive free preventive and emergency dental care. The resolution calls on the Governor to issue an annual proclamation recognizing the day and encourages public officials and citizens to participate in activities that raise awareness about children's oral health and improve access to dental care for underserved communities.
