This bill prohibits state agencies from imposing limits on the length of stay at homeless shelters and emergency congregate housing. It defines "emergency congregate housing" as any location operated by a state agency, city agency, or local municipality where individuals and families reside for more than ninety-six continuous hours and sleep in a congregate setting with shared facilities. The bill also specifies that, absent imminent danger or a request from an individual or family, the state agency, city agency, or local municipality or a provider under contract shall not move individuals or families from their placement, as long as it complies with all applicable laws. The bill takes effect immediately.
