Bill Summary

This bill would require State governmental entities to source separate and recycle any aluminum, corrugated cardboard, glass, paper, or plastic waste generated at buildings and facilities owned, leased, or operated by the State entity. Under the bill, every State entity would be required to establish procedures for the collection and storage of any materials to be recycled under the bill, and make necessary contractual arrangements for the collection, transportation, and recycling of those materials. State entities also would be required as to provide adequate receptacles, signage, information, education, and staffing at buildings and facilities owned, leased, or operated by the State entities to ensure compliance with the bill. The provisions of the bill would not apply to any building or facility located in a State park or forest where the Department of Environmental Protection (DEP) is implementing a "carry-in, carry-out" trash program in which visitors to the State park or forest are required to take their trash with them upon departing the State park or forest. The bill would require the Department of the Treasury, in consultation with the DEP, to (1) prepare and distribute guidance to assist State entities with compliance, and (2) work with the Administrative Office of the Courts and the Legislature to ensure compliance with the requirements of the bill by the Judicial and Legislative Branches of State Government, respectively.

AI Summary

This bill mandates that all State governmental entities, which include branches, departments, agencies, offices, State universities, colleges, and authorities, must implement recycling programs for aluminum, corrugated cardboard, glass, paper, and plastic waste generated in buildings and facilities they own, lease, or operate. These entities will need to establish procedures for collecting and storing recyclable materials, arrange for their transportation and recycling by licensed professionals, and provide adequate bins, signage, information, education, and staffing to ensure compliance for both employees and the public. However, this requirement will not apply to State parks or forests where the Department of Environmental Protection (DEP) has a "carry-in, carry-out" trash policy. The Department of the Treasury, in coordination with the DEP, will provide guidance to help State entities comply and will work with the Judicial and Legislative branches to ensure their adherence to these new recycling mandates.
