AI Summary

This bill adds a new chapter to existing law in Idaho to establish certain requirements for employers to verify the legal employment status of workers. Specifically, the bill: 1. Defines key terms, including "unauthorized worker" and "e-verify program," which is the electronic verification of federal employment authorization program operated by the U.S. Department of Homeland Security. 2. Prohibits employers from knowingly hiring or continuing to employ unauthorized workers and requires employers to verify an employee's legal status or work authorization within the first 3 days of employment. 3. Allows the state Attorney General to bring civil enforcement actions against employers for violations and empowers state residents to petition the Attorney General to take enforcement action. 4. Establishes penalties for violations, including termination of state contracts, suspension or revocation of business licenses, and probationary periods for repeat offenders. 5. Provides legal defenses and exclusions from liability for employers who comply in good faith with the e-verify program and terminate employees without regard to their race, ethnicity, or national origin. The bill declares an emergency and sets an effective date of July 1, 2024.
