This bill establishes the Office of Learning Equity and Academic Recovery within the Department of Education (DOE) to promote student literacy and advance learning equity through academic recovery practices, with personnel selected by the Commissioner of Education who will directly advise the commissioner. The office will be responsible for improving the DOE's ability to make data-driven decisions on literacy and learning equity policies by analyzing data, coordinating resources to implement effective literacy and learning acceleration policies, and providing expertise to ensure initiatives consider the needs of students of color, low-income students, and students with disabilities. It will also research best practices, support school districts in implementing these practices, and help the DOE secure funding and professional development to advance literacy and learning equity, with a review of the office's operations to be conducted two years after its establishment.
