This bill requires an organizing committee to determine the likely fiscal and service-related effects of a proposed municipal incorporation, and provide a report to the county commissioners or county council. If a valid petition is presented by at least 40% of registered voters in the proposed municipality, the county must approve the referendum request and hold a vote on the proposed incorporation in the next general election. If the petition has less than 40% of voter support, the county can either approve or reject the referendum request, but must provide written reasons for any rejection and establish procedures for reconsideration.
