This bill adds a new section to the Idaho Open Meetings Law to establish provisions regarding public testimony at government meetings. It states that the legislature intends for members of the public to be able to address government on issues that directly affect them. The bill requires public agencies to provide a reasonable opportunity for public testimony, but allows the agencies to adopt reasonable policies to manage the testimony, such as limiting the overall meeting time and individual speaking time to no less than two minutes. The bill also allows agencies to forgo public testimony on items that have already been considered, unless there is a substantial change. Additionally, the bill allows citizens to submit written testimony and documents to be added to the public record.
