This bill amends and adds to existing Idaho law to revise provisions regarding personal service contracts. Specifically, it increases the minimum threshold for publishing information about personal service contracts from $10,000 to $30,000 annual payment, and requires all taxing entities within Idaho to publish the parties, amount, and a one-sentence purpose of such contracts within 15 days of entering into them. The bill also provides a definition of "personal service" to mean performance of specialized professional or consulting expertise that requires intellectual or sophisticated services that the state or taxing entity cannot provide themselves. The bill declares an emergency and sets an effective date of July 1, 2024.
