AI Summary

This bill makes several changes to the Day and Temporary Labor Services Act in Illinois. The key provisions are: 1. It requires day and temporary labor service agencies to provide detailed employment notices to day or temporary laborers, including information about the job, wages, and transportation. It also requires agencies to provide confirmation to applicants who seek work but are not placed. 2. It expands the definition of "labor dispute" and gives day or temporary laborers the right to refuse assignments to workplaces with labor disputes, strikes, or work stoppages. 3. It establishes new "equal pay for equal work" requirements, where day or temporary laborers assigned to the same third party client for over 720 hours in a 12-month period must be paid at least the same rate as the lowest paid direct-hire employee of the client doing the same or substantially similar work. Agencies can use either the client's employee compensation or Bureau of Labor Statistics data to determine the required pay rate. 4. It adds new safety and training requirements for day and temporary labor service agencies and third party clients to assess and address workplace hazards and provide appropriate safety training to day or temporary laborers. The bill also makes changes to the registration and enforcement provisions of the Act. Overall, the bill aims to provide more protections and rights for day and temporary laborers in Illinois.
