This bill amends Wyoming state law to require the Director of the Board of Land Commissioners to review the highest bid for an oil and gas lease on state lands and determine if the applicant is a "qualified oil and gas lease applicant" as defined by the Board's rules. If the highest bidder is not qualified, the Board may consider the next highest bidder and issue the lease to them if they agree to pay the amount of the highest disqualified bid or their original bid, whichever is lower. The bill also authorizes the Attorney General to seek a civil penalty from any applicant whose bid is rejected due to lack of qualifications. Additionally, the bill requires the Board to promulgate rules to define the term "qualified bidder" or "qualified oil and gas applicant" for the purposes of these leases, and specifies that the new law does not impact existing oil and gas leases.
