This Concurrent Resolution formally applies to the United States Congress, as permitted by Article V of the Constitution, to call a convention of the states. The Idaho Legislature, believing the federal government has incurred excessive debt, overstepped its constitutional authority by imposing unfunded mandates on states, and no longer adheres to a proper interpretation of the Constitution, seeks this convention. The purpose of this convention would be to propose amendments to the U.S. Constitution that would impose fiscal limits on the federal government, restrict its powers and jurisdiction, and establish term limits for federal officials and members of Congress, thereby safeguarding the liberty of the people for future generations. The resolution directs the Secretary of State to send copies of this application to various federal and state officials, and it will remain in effect until at least two-thirds of the states have made similar applications.
