This bill implements a voluntary paid family and medical leave insurance program for Wyoming employees. The key provisions include: 1. The Department of Workforce Services will select an insurance carrier to provide the voluntary insurance program, which will be overseen by the Department of Workforce Services and the Department of Administration and Information's Employees' Group Insurance Program. 2. The voluntary insurance program will provide covered employees with at least 60% wage replacement for up to 12 weeks in a 12-month period for qualifying events such as the birth, adoption, or foster care placement of a child, caring for a family member with a serious health condition, the employee's own serious health condition, and military exigencies. 3. The program will be implemented in three phases, first offering the insurance to state employees, then allowing private employers with 2 or more employees to offer it, and finally allowing self-employed individuals and private employers with 1 or fewer employees to purchase coverage through an individual purchasing pool. 4. Employers will have the option to pay the insurance premiums for their employees, but will not be required to do so. The premiums will be pre-tax to the extent allowed by state and federal law. 5. The Department of Workforce Services and the Department of Administration and Information's Employees' Group Insurance Program will promulgate rules necessary to implement the act.
