This Concurrent Resolution, originating from the Idaho Legislature, expresses the state's findings that the massive national debt poses a threat to the United States government, economy, and defense, and asserts that the Constitution, specifically Article V, grants states the power to propose amendments. It requests that the United States Congress either propose a constitutional amendment requiring a balanced federal budget, or, if Congress fails to do so by December 31, 2025, that Congress call a convention for proposing amendments, as allowed by Article V.
