This bill amends existing law to require school district boards of trustees to adopt certain rules of procedure for the conduct of their meetings. Specifically, it mandates that each board must: (1) adopt rules of order and procedure to govern its regular meetings, (2) conduct its regular meetings in accordance with those rules, and (3) make the rules available to the public. The bill also requires boards to provide the opportunity for public comment on school and education matters at regular meetings, with some limitations. Additionally, it allows members of the public to request the addition of items related to school district business to the meeting agenda, subject to the board's rules of procedure. The bill declares an emergency and sets an effective date of July 1, 2024.
