This bill amends the Political Reform Act of 1974 to require committees that create, publish, or distribute a "qualified political advertisement" containing any image, audio, or video generated or substantially altered using artificial intelligence to include a disclosure stating that the advertisement was "generated or substantially altered using artificial intelligence." The disclosure must be formatted according to existing requirements for political advertisements, and the Fair Political Practices Commission can enforce these new disclosure requirements through injunctive relief or other administrative and civil remedies. The bill defines "artificial intelligence" and "qualified political advertisement," and specifies that a violation of these disclosure requirements does not constitute a misdemeanor. The Legislature finds that this bill furthers the purposes of the Political Reform Act of 1974.
