This bill would expand the definition of "asynchronous store and forward" in the Medi-Cal program to include asynchronous electronic transmissions initiated directly by patients, including through mobile applications. It would also allow health care providers to establish new patient relationships using asynchronous store and forward when the visit is related to sensitive services, in addition to the existing exception for audio-only synchronous interactions. Additionally, the bill would remove the option for patients to attest that they lack access to video in order to establish a new patient relationship using an audio-only synchronous interaction.
