This bill authorizes food retailers to purchase a Class A liquor license from an existing license holder if the food retailer is located within 3,000 feet of the license holder. The bill defines a "food retailer" as a retail establishment that meets certain criteria, such as offering a range of food products and accepting SNAP benefits. The food retailer can apply to the local licensing board for a Class A beer, beer and wine, or beer and light wine license if the existing license holder does not accept the offer to purchase the license. The bill also specifies that the application for a Class A license by a food retailer is presumed to be in the best interest of the community and can only be denied for traditional reasons considered by the local licensing board. The bill takes effect on July 1, 2024.
