This bill creates new sections in KRS Chapter 216B to require hospitals to disclose their prices for certain items and services, including the gross charge, negotiated charges with third-party payors, discounted cash price, and any applicable billing codes. Hospitals must maintain a chargemaster of all standard charges and a consumer-friendly list of standard charges for at least 300 shoppable services. The Cabinet for Health and Family Services must promulgate regulations, monitor compliance, and impose administrative penalties on non-compliant hospitals. Furthermore, the bill prohibits hospitals that are not in material compliance with federal price transparency laws from initiating debt collection actions against patients.
