This bill would make several changes to the Public Utilities Code related to the procurement of goods and services from women, minority, disabled veteran, and LGBT business enterprises (WMDVLGBT business enterprises) by public utilities and community choice aggregators. Key provisions of the bill include: - Requiring public utilities with annual gross California revenues exceeding $25 million, and community choice aggregators with gross annual revenues exceeding $15 million, to provide additional data in their annual reports on the diversity of their contractors and subcontractors, including the total dollar amounts expended with in-state contractors and subcontractors certified under General Order 156. - Requiring public utilities with annual gross California revenues exceeding $25 million, and their subsidiaries and affiliates, to submit annual reports to the Public Utilities Commission (PUC) describing the employment of women, minority, disabled veteran, and LGBT individuals at all levels of employment and the diversity, equity, and inclusion policies or activities that promote equitable recruitment and hiring. - Requiring the PUC to include certain information related to attracting business for contractors and subcontractors operating in California in its annual report to the Legislature on the progress of WMDVLGBT business enterprise development programs. - Providing that no reimbursement is required for certain state-mandated local program costs, but providing that other mandated costs shall be reimbursed as required by law.
