This bill prohibits the University of California, California State University, and California Community Colleges from disqualifying students from being hired for employment positions due to their failure to provide proof of federal work authorization, except where such proof is required by federal law or a grant funding the position. The bill also treats the federal prohibition on hiring undocumented noncitizens as inapplicable to these state institutions, and authorizes the provision of student employment as a "benefit" under federal law. The bill requires implementation by January 6, 2025 and applies to the University of California to the extent the Regents make it applicable. It also provides for state reimbursement of any state-mandated local program costs.
