This bill would establish an annual 90-day open enrollment period beginning January 1 during which Medicare supplement (Medigap) insurers in California would be required to accept applications and provide coverage without denying or pricing the coverage based on the applicant's health status, claims experience, medical condition, or age. The bill would also eliminate the exclusion of individuals with end-stage renal disease from the existing six-month open enrollment period for Medigap coverage. The purpose is to make it easier for Medicare beneficiaries to switch Medigap plans if their health or financial situation changes.
