This bill would require the State Energy Resources Conservation and Development Commission (Energy Commission) to adopt, by December 1, 2026, a set of upfront technical requirements and "load modification protocols" that would allow load-serving entities (such as electrical utilities) to reduce or modify their electrical demand forecasts submitted to the Energy Commission. The bill aims to enable more flexible and automated demand management capabilities to improve grid reliability and reduce reliance on costly emergency-based or out-of-market approaches, particularly as California works to decarbonize its economy. The Energy Commission would develop these requirements and protocols in consultation with the Public Utilities Commission, Independent System Operator, load-serving entities, and distributed energy resource aggregators.
