This bill amends the Equity in Higher Education Act to expand the obligation of California's postsecondary educational institutions to combat discrimination on the basis of additional characteristics, including disability, gender, gender identity, gender expression, nationality or national identity, race or ethnicity, religion, and sexual orientation. It defines "nationality or national identity" and "discrimination on the basis of religion" more broadly, and requires these institutions to provide training to address discrimination against the five most targeted groups in the state as part of their general antidiscrimination or diversity, equity, and inclusion training, except for trainings targeted to specific groups. The bill also states the intent of the Legislature that institutions undertake supportive measures for students who have encountered discriminatory incidents and address all forms of bias as part of their affirmative obligation.
