This bill extends by 18 months the period for the expiration, effectuation, or utilization of a housing entitlement (such as permits, approvals, and vested rights) that was issued before January 1, 2024, and will expire before December 31, 2025, except for certain housing entitlements that have already been extended for at least 18 months. The extension is tolled during any time the housing entitlement is subject to a legal challenge. The bill also includes findings that the changes address a matter of statewide concern rather than a municipal affair, and therefore apply to all cities, including charter cities. The bill states that no reimbursement is required for this act because local agencies have the authority to levy service charges, fees, or assessments to pay for the mandated program.
