This bill proposes to impose civil penalties of up to $1,000 on individuals who disrupt or physically interfere with game organizers, players, or coaches during youth athletic activities. It establishes a "youth officiating account" in the special revenue fund, where the collected civil penalties will be deposited and used to develop youth officiating programs or award grants to organizations for that purpose. The bill also requires the Minnesota State High School League or school boards to notify the commission if they exclude any person from attending interscholastic athletic activities, and allows officials, game organizers, coaches, or school principals to notify the commission of any violations. The bill's provisions would become effective on July 1, 2027, and apply to acts committed on or after that date.
