This bill would specify that the California Fair Employment and Housing Act (FEHA) does not limit or restrict efforts by local governments to enforce local laws prohibiting employment discrimination against classes of persons covered by FEHA, as long as the local enforcement is pursuant to a law that is at least as protective as FEHA. It would require the California Civil Rights Department to promulgate regulations governing such local enforcement and specify that local enforcement must comply with those regulations within one year of their effective date. The bill also clarifies that it does not prohibit a complainant from filing a timely civil action following receipt of a right-to-sue notice from the Department.
