This bill requires owners or developers undertaking any public works project to make certain records available upon request to the Division of Labor Standards Enforcement, multiemployer Taft-Hartley trust funds, and joint labor-management committees. The records include final executed construction contracts, certified payroll records, and if applicable, monthly reports on the use of a skilled and trained workforce. The bill also applies these requirements to owners or developers undertaking development projects that include work subject to public works requirements, regardless of whether the project is entirely a public work. The bill subjects owners or developers who fail to comply with these provisions to penalties, and requires the Director of Industrial Relations to adopt rules governing the release of these records.
