This bill authorizes a public agency with the authority to provide retail electric services to enter into a joint powers agreement with one or more public agencies within the Coachella Valley Service Area, despite an inability of a party to exercise that power independently. The Coachella Valley Service Area is defined as the territory within the Imperial Irrigation District's sphere of influence in Riverside County and the land within the exterior boundaries of the Torres Martinez Reservation. The bill also includes legislative findings that a special statute is necessary for the Coachella Valley Service Area due to the unique circumstances facing electrical service in the region.
