This bill would, notwithstanding any law, prohibit a person who is subject to delinquency penalties for vehicle registration and has been determined to meet the eligibility requirements for certain public social services programs, such as CalWORKs, from being required to pay the delinquency penalty in order to renew the registration of their vehicle. Instead, the bill would authorize the person to delay payment of the penalty until after the vehicle is registered, but by no later than the expiration date of the vehicle's registration. Additionally, the bill would, until January 1, 2026, require the Department of Motor Vehicles to accept 20% of the total outstanding registration amount as full satisfaction of all delinquent vehicle registration fees for eligible low-income applicants, and would waive all applicable late fees and penalties associated with delinquent vehicle registration and planned nonoperation of vehicles.
