This bill would require, starting January 1, 2026, that payments from a retailer licensee to a wholesaler licensee for the delivery of beer, wine, or distilled spirits be made by electronic funds transfer, with some exceptions. It would also require the wholesaler licensee to be responsible for selecting the third-party payment processor used for the electronic funds transfer, and prohibits the wholesaler from paying or the retailer from paying the other party's electronic payment service fees. The bill makes conforming changes to a provision governing late payments by retailers, and states that no reimbursement is required for local agencies or school districts as the bill creates a new crime or infraction.
