This bill: Expands the eligibility criteria for the streamlined, ministerial approval process for agricultural employee housing developments to include developments located in the County of Santa Clara or the County of Santa Cruz that are within 15 miles of an area designated as farmland or grazing by the Department of Conservation and are not adjoined to a site where more than one-third of the square footage is dedicated to industrial use. The bill also increases the maximum number of units in an eligible agricultural employee housing development from 36 to 150 if the development is located in the County of Santa Clara or the County of Santa Cruz. The bill also makes changes to the state low-income housing tax credit program, including allocating additional low-income housing tax credits for the 2020 calendar year through 2030 or 2031 and beyond, subject to certain conditions. The bill also sets aside a portion of the additional tax credits each year for farmworker housing. The bill contains legislative findings and declarations regarding the need for a special statute for the County of Santa Clara and the County of Santa Cruz, and provisions related to reimbursement of local agencies and school districts. The bill also contains provisions for incorporating additional changes to the low-income housing tax credit program proposed in another bill.
