This bill would require counsel for a minor or nonminor dependent to regularly meet with their client, regardless of the client's age or ability to communicate verbally. The bill would also expand existing provisions about a minor's right to be present at a juvenile court hearing to include nonminor dependents. Specifically, the bill would require the court to inform a minor or nonminor dependent participating remotely that they have the right to be physically present, and allow them to consult with their counsel before deciding whether to continue the hearing to enable their physical presence. The bill would also authorize the court to continue a hearing to allow counsel to contact a minor or nonminor dependent who was not present, had not waived their right to be present, or had not had an opportunity to consult with counsel.
