This bill creates the crime of possessing an unserialized firearm or unserialized unfinished firearm frame or receiver, commonly known as "ghost guns." The bill also prescribes requirements for the serialization of firearms, establishes criminal penalties for violations, and exempts certain firearms from the serialization requirements.
