This bill: Sets out the 2024-2026 Biennial Highway Construction Plan, which includes projects authorized by the General Assembly to be the official plan for that period. The Transportation Cabinet has the authority to expend the necessary funds to complete the projects as authorized, with amendments only for variations dictated by bid or unforeseen circumstances. The Secretary of the Transportation Cabinet shall produce a single document detailing the enacted fiscal biennium 2024-2026 Biennial Highway Construction Program, County Priority Projects Program, and the 2026-2030 Highway Preconstruction Plan. This bill, along with two other joint resolutions, shall constitute the Six-Year Road Plan. An emergency is declared, and the bill takes effect upon passage. The bill provides detailed information on over 1,000 specific highway and bridge projects across the state, including their location, description, phase (planning, design, right-of-way, utilities, construction), and funding sources and amounts for each fiscal year from 2024 to 2026. The projects cover a wide range of improvements, such as widening and reconstruction, intersection and safety upgrades, bridge replacements, and new route construction. The funding sources include various federal programs (e.g. National Highway System, Surface Transportation, Bridge Replacement, Safety) as well as state construction funds. The bill also utilizes GARVEE bond funding for select projects.
