This bill establishes the Home Care Employment Standards Advisory Board, which will advise and consult with the Department of Health on Medicaid payment rates and investigate matters related to the wages, working conditions, and workforce adequacy of personal care, respite, and chore service workers. The board will submit biennial reports with key findings and recommendations, which the commissioner must review and either accept or reject. If accepted, the department must adopt regulations to implement the recommendations. The bill also requires the department to annually publish the average and median hourly wages for these workers by agency. The first board meeting must occur by October 1, 2024, and the department must publish the first wage report by July 1, 2025.
