This bill prohibits the sale of energy drinks to individuals under the age of 16 in Connecticut. It defines an "energy drink" as a soft drink containing at least 80 milligrams of caffeine per 9 fluid ounces, as well as certain other ingredients like methylxanthines, B vitamins, or herbal ingredients. Dealers, which include any individual or business selling energy drinks, are required to check the identification of anyone who appears to be under 16 and cannot sell energy drinks to those without valid identification. Dealers must also post notices at the point of sale stating that the sale of energy drinks to minors under 16 is prohibited. Violators will face warnings and fines for first, second, and subsequent offenses. The Commissioner of Consumer Protection will enforce these provisions, which go into effect on October 1, 2024.
