This bill establishes an annual observance for "1st Minnesota Day" on July 2nd to honor the 262 men of the 1st Minnesota Regiment who fought for the Union during the Civil War on that date in 1863. The bill requires the Governor to issue a proclamation honoring the observance each year and encourages schools to provide instruction on the role of the 1st Minnesota Regiment in the Civil War. Additionally, the bill directs the Commissioner of Administration, in cooperation with the Minnesota Historical Society, to fly the Minnesota Historical Society's replica of the 1st Minnesota Regimental flag on the North flag pole of the Minnesota State Capitol in place of the POW/MIA flag on July 2nd of each year.
