This bill makes several changes to the payment methodologies and rates for various medical equipment, supplies, and services under Minnesota's Medicaid program: 1. It requires individual pricing for phototherapy lights, customized and specialized tracheostomy tubes and supplies, electric patient lifts, and durable medical equipment repair and service, rather than applying across-the-board rate reductions. 2. It establishes a temporary payment methodology for enteral nutrition and supplies from July 2023 to June 2024, based on the 50th percentile of usual and customary charges, with increases limited to 150% of the previous year's rate. 3. It modifies the payment methodology for enteral nutrition and supplies starting July 2024, using the 50th percentile of usual and customary charges, with a fallback to the manufacturer's suggested retail price plus a percentage or the provider's submitted charge minus a percentage if sufficient data is not available. 4. It exempts certain medical services, such as mental health services and services provided by advanced practice nurses, from the requirement that Medicaid payment rates not exceed the corresponding Medicare payment rates. 5. It makes technical changes to the existing law.
