This bill amends the Homeland Security Act of 2002 to require the Secretary of Homeland Security to prioritize strengthening the capabilities of state and local law enforcement to combat transnational repression and related terrorism threats. The bill directs the Secretary, in consultation with stakeholders, to develop a training program through the Federal Law Enforcement Training Centers to enhance the abilities of state, local, tribal, and territorial law enforcement personnel, including those in the National Network of Fusion Centers, to identify instances of transnational repression, collect relevant information, identify suspected targets or victims, and provide personal safety best practices. The bill also requires the Department of Homeland Security to coordinate research and development on technologies to enhance participation in this training and methods for identifying and collecting information on transnational repression and related threats.
