This bill amends the definition of "abused and neglected child" in Kentucky law to include educational neglect, which is a parent's failure to properly supervise, instruct, train, or control their child that results in the child violating the school's code of behavior. The bill also requires that any public financial benefits received on behalf of a child placed outside the home due to educational neglect must be surrendered by the parent or guardian until the child's return. Failure to comply may be punished as contempt of court.
