AN ACT To provide a new charter for the City of Blakely; to provide for incorporation, boundaries, and powers of the city; to provide for the exercise of powers and limitations on powers; to provide for a governing authority of such city and the powers, duties, authority, prohibitions, elections, terms, removal from office, method of filling vacancies, compensation, expenses, and qualifications; to provide for conflict of interest and holding other offices; to provide for inquiries and investigations; to provide for organization and meeting procedures; to provide for ordinances; to provide for eminent domain; to provide for codes; to provide for the office of mayor and certain duties and powers relative to the office of mayor; to provide for a mayor pro tempore; to provide for a city manager, and powers and duties thereof; to provide for acting city managers; to prohibit council interference with administration; to provide for administrative responsibilities; to provide for boards, commissions, and authorities; to provide for a city attorney, city clerk, and other personnel; to provide for the establishment of a municipal court and the judge or judges thereof; to provide for practices and procedures; to provide for indigent defense and prosecutor; to provide for taxation, permits, and fees; to provide for franchises, service charges, and assessments; to provide for bonded and other indebtedness; to provide for accounting and budgeting; to provide for contracting and purchasing; to provide for sale of city property; to provide for bonds for officials; to provide for pending matters; to provide for definitions and construction; to provide for severability; LC 47 2905/AP to provide for related matters; to repeal specific Acts; to repeal conflicting laws; and for other purposes.
