This bill amends existing laws to authorize school districts without a board of school estimate to submit separate proposals for additional spending for the subsequent budget year at a special school election. The bill requires these proposals to specifically identify the program purposes for which the additional funds will be used and prohibits including any programs or services necessary for students to achieve core curriculum standards. The bill also allows school districts that have not been granted approval to exceed the tax levy cap to add the difference between the maximum allowable and actual tax levy amounts to their adjusted tax levy in one of the next three succeeding budget years.
