This bill modifies the composition and conduct requirements of the Missouri Clean Water Commission. It repeals and replaces Section 644.021 of the Revised Statutes of Missouri, which establishes the Clean Water Commission. The key changes include: 1) The commission will consist of seven members appointed by the governor, with no more than four from the same political party. 2) Each member must have an interest and knowledge in water quality, and the commission must include one member knowledgeable about the needs of agriculture, one about industry or mining, and one about publicly owned wastewater treatment works, with the remaining four representing the public. 3) The governor cannot appoint anyone with a substantial interest in a business regulated under this chapter. 4) The commission must establish rules to address conflicts of interest and exclude members with conflicts from voting. 5) The requirement for members to attend at least four consecutive meetings has been reduced from six to four.
