This bill requires school districts to provide instruction in cursive writing to ensure that students can create readable documents through legible cursive handwriting by the end of the fifth grade. It also requires students to pass a teacher-constructed test demonstrating competency in both reading and writing cursive. The Missouri Department of Elementary and Secondary Education may promulgate rules to implement these provisions, which are subject to the state's rulemaking process.
