This bill: 1. Defines key terms related to property management, including "person," "property manager," "property management company," and "owner" of a common interest community. 2. Prohibits property managers or property management companies from hiring their own construction, salvage, or appraisal firms to work on managed properties unless the interest is disclosed in writing to the owner(s) at least three days prior. 3. Prohibits property managers or property management companies from requesting or accepting money, rebates, or anything of value from certain firms as an inducement, condition, or fee splitting arrangement. 4. Limits automatic renewal provisions in contracts between persons and property managers/companies to no more than 30 days prior to the contract's anniversary date, and allows the person to terminate the contract for any reason upon 60 days' notice. 5. Prohibits property managers or property management companies from being compensated based on the amount of fines they collect on behalf of the person, and from collecting any fee in connection with collecting fines imposed by the association. 6. Provides remedies for owners against property managers/companies who violate these provisions, including the ability to recover damages, attorney's fees, and costs. 7. Makes various amendments to laws governing unit owners' associations, including limits on fines, restrictions on enforcing parking rules, and requirements for fair and expeditious procedures for approving or disapproving proposed changes to units or limited common elements.
