This bill establishes the Low-Income Household Water Assistance Program, which will provide grants to eligible states and Indian tribes to assist low-income households in paying for drinking water and wastewater services. The program will be administered by the Secretary of Health and Human Services initially, and then transferred to the Environmental Protection Agency. Eligible entities can use the funds to help low-income households pay for arrearages and other water and wastewater service charges. The bill also provides grants to qualified nonprofit organizations to help owners and operators of public water systems or treatment works in rural, underserved, or tribal areas access the program's funds.
